Sikkim Government has banned firecrackers during this Diwali 2015 according to its notification No.187/FEWMD , but when I saw the notification it is written that this notification was effective from 19/12/2014 which nobody was aware of till now.
When Diwali came they posted this notification on this site http://www.sikkimforest.gov.in/ .They have not even mentioned the posting date but if I go in chronological order it should be between these dates : June 15,2015 -August 20,2015.
The notification says "in exercise of the powers conferred by section 5 of the Environment (Protection) Act, 1986 (29 of 1986)" but when I read this act I nowhere found that state Govt. could go against Central Govt. or Supreme court and make their own rules.
Rather on Wikipedia I found that Ministry of Environment comes under Concurrent list and not in state list.
" The same decree transferred wildlife and forests from state list to concurrent list of the constitution, thus giving the central government the power to overrule state decisions on that matter. Such political and constitutional changes prepared the groundwork for the creation of a federal Department of Environment in 1980, turned into the Ministry of Environment and Forests in 1985".
So whom should we follow now ? Supreme Court or State Govt.
Supreme court has turned down the move to ban firecrackers.
In its petition, the fringe group from Tamil Nadu's Sivakasi said fireworks are a means of celebrations across the world. "Crackers are burnt during Diwali, Independence Day, New Year, Christmas, victories in games and elections, marriages etc. These celebrations cannot be thwarted by unfair restrictions," it said
From all these facts and arguments I am not suggesting that we should not care about environment or worry about ever increasing pollution, we should be worried and should certainly take some action to protect the environment from polluting. But when people just starts caring about air pollution on Diwali and water pollution during Holi,it shows their hypocrisy. Moreover why ban it, create awareness,educate people.If this is the only way of stopping pollution then there are many things to be banned.Should not personal cars and bikes be banned first and only public transport be allowed?
Should not cigarettes be banned?
And if this government was really keen to ban firecrackers should not it first has to invent or provide some alternatives.
I could relate this ban to beef ban but I will not do so cause I am not hypocrite and I call a spade a spade.
From now on I will see what will happen after a party wins a election or during some other festivals/celebrations, will those celebrations be without firecrackers?
And if this is achieved I will be proud of Sikkim.

So we are almost at the end of polling and people/parties are excited.It seems sometimes we are intoxicated by this election. I belong from Siwan District which is infamous for Shahabuddin and now becoming famous from sometime for people going to Arabian countries like Saudi, Oman, Dubai, Yemen and sending crores back to India.
Now coming back to election,this election is the most confusing election ,yaa quite confusing and the credit goes to our beloved Nitish Kumar who has transformed Bihar to some extent. That credit we should give it to him but he could have done a lot better which he didn’t.He contributed in bringing law and order in Bihar which we had lost in LALU Yadav time. Bihar was once known for kidnapping ,a film was also made on that issue,Apharan ,in which Ajay Devgan famous dialogue” sab pavitarr kar denge”. Well sab pavitarr to nahi hua hai avi....even now Gundas and Bahubalis(not the Film wala,here it refer to bad Bahubalis) are there in Bihar. Road and Electricity situation has also improved to ”some extent” in inverted comma.
Reason, I will not give Nitish full marks is :I’ve set higher standards, when we praise Nitish ,we are comparing him with Srimaan Lalu Prasad. Lalu is the lowest standard one can set and Nitish has done far better than him ,no denying in that.Here’s an analogy....there was an orphan, poor boy begging on the street and then you notice him & start providing him food but he is still on the street.
This is what has happened with Nitish , Lalu made the boy poor and Nitish gave him a somewhat decent life.But today we have moved on from that phase and our expectations are high and we have set higher standard. Nitish could have done a lot better than what he has done ,is what i am suggesting My village is still looking at Government with great hope for electricity and better roads.He also provided jobs to people in teaching,but the situation is worse in this field as well. The people who are recruited dont have the adequate and proper knowledge of even basics of Primary education,and media cover these topics and shows teachers not even able to spell “Apple” , we feel sad. And the reason for all this is corruption....recruiter takes bribes and appoint the teachers.And recently it was in news that some 3000 or something left the job after Govt issued notice to act against those who have Farji/Fake credentials. http://goo.gl/g8gehZ
People of Bihar are very hard working people and if you see some prosperity in Bihar, its not due to Government ,its due people’s own hard work. People from Bihar go to different places in India and abroad and earn their living doing mostly small jobs.People like(show sympathy to) poverty only when they see it in documentaries, in real life people hate poor beings.This is the reason why People from other states dont like Biharis.Bihar/Bihari has become synonymous with “Poor and corrupted”.now that narrative is breaking but its still there.Its not that Biharis are not talented ,Bihar provides a large no. of IAS officers and IITians despite all these obstacles.So sometimes I think what would happen to Bihar if everything was going well.
In this election ‘Lalu and his progeny’ doesn’t deserve a single vote but they will surely get some votes.Lalu dont even deserve being mentioned in this election...He has fooled people since so many years by doing comedy...As He said in his own words “He is the biggest Tantrik”, He is in reality...he has hypnotized people by making them laugh on his expressions and his bhojpuriya Hindi,. He is the inventor of MY (Muslim-Yadav) Formula which still has its effect. Majak Majak me logo ko ullu bana dena aur unhe pata v na chalne dena,this is what a tantrik does.The day people of Bihar makes his family leave politics and join some other profession would be the greatest day in history of Bihar.
If this election was between BJP and NItish without Mahagathbandhan...it would be called a fair and close fight....But Nitish didnt had faith on Biharis and its very saddening. He has been making lots of political mistakes since 2013...He has ego issue...which is fine, we have no problems with that. But problem is he has double standards like everybody else (politicians) ...waise to koi bhi dudh ka dhula nahi hai..but we dont expect these double standards from somebody with stature of Nitish kumar...
Here’s what has happened
:
1st Mistake :He broke his alliance with NDA on the pretext of “Modi who was accused of Godhra Riots was announced Prime Ministerial candidate of NDA”. When he took this decision he was totally exposed ,why ? because he had given clean chit to Modi in his speech when he was Railway Minister. When you do these kinds of thing people do judge you, he did this for getting Muslim votes, its simple to reach that conclusion. People are not that dumb.

2nd Mistake: He do a alliance with Lalu ...I could not believe this when these news were coming...Seriously Lalu..Give me a break! Why? oh why? Nitish why you do that. If you were running this election without Lalu and Congress you would get more seats....Learn to take a stand....If you could take a stand against Modi resulting in a defeat in Loksabha Election then surely you could have taken a stand to fight alone..People were there to support you...Even if your Mahagathbandhan wins this election people of Bihar will suffer.
And even if you were to go for a Mahgathbandhan then you should have vouched for at least 160+ seats so that you could at least be in majority but you didn’t. So even if this Gathbandhan wins you will not have the full power which isn’t good for a state like Bihar, it might be sufficient for you.
Everyone is running in this election for one and only one thing ,'The Iron Throne'. This is the best election where NOTA would win if people would vote honestly. But NOTA has become useless as even if NOTA wins ,the candidate getting maximum votes after NOTA would be declared as winner.There would neither be a re-election nor parties would have to change their candidates.
So I will favor BJP this time..They have almost everything I want and which Bihar needs. But frankly speaking
BJP is also not at par with my standards. They have also same percentage of candidates with criminal backgrounds as JDU/RJD. Whatever the obligation be but its not good for Bihar as well as for BJP.
The most powerful reason for favoring BJP is: Center Govt. is BJP
It always happens with Bihar ,State govt. and Center Govt are always different which leads to refusing Special packages, and people who do this ,i mean those who refused are the same people who were ready to do Hunger strike for special status of Bihar.
Development,Poverty Eradication,Cleanliness, Education,Electricity, Agriculture,Technological advancement, Corruption free Bihar are some of the issues relevant to Bihar and if BJP comes to power this time, I will see what BJP does with these issues. I will be judging both the Center Govt and State of Govt on the issue of development after 4 years.
BJP gets the chance this time from me in Bihar.
Beef/Intolerance/AwardWapsi are non issue for Bihar election. Beef pe sab politics kar rahe hai including BJP. Bayanbaji kuchh jyada hi ho rahi hai.
